Autonomous District Charter:


  1. Eradicate the extremist group by taking up youth development programmes.
  2. Involve and Empower the NGO’s in mitigating the insurgency problems in the society.

Adivasi development programmes

  1. Fund allocation for the development of Adivasi Community
  2. Enhance the quality medical facilities in the garden hospitals.


  1. Open up border trades with the neighboring countries.
  2. Check the immigration to contain population growth of Assam.

Youth Development and Employment Generation

  1. The unemployment of the youth is a serious problem This has to be solved by creating alternative avenues of employment for the growing number of
  2. Youth.
  3. Promote, support and help to organize SHG entrepreneurship.
  4. More investment for human development

Medical facility

  1. Enhance medical service in existing hospitals.
  2. Construct hospitals in places or villages where people cannot access medical service.
  3. Upgrade existing hospitals.


  1. Improve teaching learning interaction in educational institutions.
  2. Establish one technical institute.
  3. Establish one agriculture institute.

Land allotment to landless people

  1. Rehabilitate the people who are displaced of their lands.
  2. Take initiatives to allot land to the landless people.
  3. Promote and Support the existing “Krishak Sangram Samity”.

Revive ATC

  1. Make fund availability and give support to revive the ATC (Assam Tea Corporation).
  2. Provide employment to tea workers.
  3. Implement Plantation Labour Act 1956 in all tea gardens and provide the national level minimum wage to the workers with all other provisions given in the plantation Labour Act 1956.

Take step to preserve the forest and the wild life diversity of Assam.
